Should also add that Joe Fresh tights don't come in uber-tiny sizes. The smallest size I've seen is a "B." Size chart says it's for 5'-5'6 and 110 lb to 150 lb. Wrote a rant about it here.

American Apparel tights are the only ones that work for me (I'm 5'0" and ~80 lbs). They are a bit pricey at $15 a pair, but very durable if you hand wash, and they come in lots of sizes. The XS is perfect for me.

I love American eagle tights. They fit me very well and do not snag easy. Plus they are cheap!

I was at Marshall's and TJ Maxx this past weekend and they have a ton of Hue tights in size 1 - they are two for $10! I fit size 1 pretty well and I am much shorter than you. Needless to say, I bought a ton in all different colors when I saw them. I don't think I've seen them converted to S/M, but I have not thought to buy them outside of the discount stores, so the conversion in new stock may have passed me by. Bottom line is, the size 1's fit and are on major discount in the two stores I mentioned.

I second the Vera Wang suggestion. I've received a few pairs as gifts and they fit well.
