You can try Charlotte Russe or Pac Sun. Their skinny jeans in 00/0 are tiny.

Try Delias - they have amazingly short inseams (down to 28'' and 26''!) and their 'Taylor skinny' is really tight, almost to the point that they should be called jeggings!

I've worn quite a few brands and have even had to venture into the children's section at some stores (not very much fun, and a bit humiliating). I used to wear Abercrombie Kids jeans the most. The thighs and legs run very slim, but they still didn't fit me quite right around the waist. They fit good, but not great! I've also worn A&E's jeggings in the past and they were okay. Bebe actually has some amazing fitting jeans, but I do have to have them hemmed - always. My absolute FAVORITE brand of jeans that I have recently discovered for my figure are True Religion jeans. They fit me PERFECTLY. I am a solid size 23 Petite in their jeans, although I do have 1 pair of 23's in their regular sized line - a pair of skinnies. I have about 6 pairs now and love every single pair. They are a bit pricey, but they fit me so well that I don't mind paying the price for them. They make me look taller because they fit so well in through the hips and thighs. The fit very tight and hug my body, but have some stretch to them so they aren't uncomfortable at all. I get compliments every time I wear them. Hope this helps.

In as much as those with a really tiny structure would favor wearing tight jeans, you should make sure that it looks really good on new, because it does so and not solely because you can fit in it. They might translate to the same thing but trust me, fitting it does not always come with looking good on it. The same goes for wearing a tight pair of jeans if it is curving on all the wrong places.
