Where can I get dress pants for work for under $30? I'm a size 1 in junior sizes.
I don't care if they're not made for petites. I can hem them myself, but I can't do any more alterations than this.

I saw some basic ones at H&M for around 25, but they'd definitely need to be hemmed.
Macy's juniors section? This time of year will be cheap with sales/returns.

Wet Seal has them for $30 and under, I think.

I've seen some nice, affordable ones at NY & Co, but you've gotta hunt for the smallest sizes.

Wet Seal has black dress pants for under 30 and in short length...
JCpenney also has Junior Dress Pants...(but can be very long).
